But this is a machine sold in Germany, and the Bundespost  allowed modems only from May 1998 on, so this feature had to be disabled. Probably the relevant electronics are also absent. It is a historical curiosity that the Bundespost only allowed acoustic modems or their own expensive models which had to be rented up to May 1988 (see http://de.wikipedia.org/wiki/Datenklo).
